Customizing a form library so that users can only view/edit their own files

I created a form library with users from various departments. I want each user to only be able to read/edit their own form. I was advised that this is not possible without some heavy coding, but hoping to find some other OOTB alternative.

I know that I can create a separate folder or document library for each department, but there are over 70 departments, and that just seems very time-consuming and cumbersome.

Any help or insight that you guys have is greatly appreciated.
