MS Access: Form combo returning to old record instead of adding data to new record

I have made a fairly simple form in MS Access to use to enter data. Essentially it as two cascading combo boxes and a text box to enter a number(a test result).

I use it as Follows. The first ComboBox allows me to select the clients name, The second combo box then drills down and lets me select the correct project for the client. Then I need to be able to enter the test result for that specific clients project. The under underlying table as three columns that match the form.

NOW the problem. When I select new record the comboBoxes are cleared. However when I select the client combobox and choose the correct client the form populates with a previous record instead of letting me finish creating a new one. Essentially the form is acting like a report instead of letting me enter new data.

I'm VERY new to access, so this is very possible a simple fix that I messed up.

Any advice is greatly appreciated!!!!
