Making a form span multiple monitors VB.NET

I am trying to make a form that spans every monitor connected to the computer in VB.NET Setting the form size to the resolution of 1 monitor * the number of monitors and the height to the height of 1 does set the size correctly, but it is only on-top on the primary display. On all the other displays it is behind the other windows that are in front. I have set TopMost to true.
